Electric Shock - Never should happen, or occupational hazard?

I have had the capacitor shock from the 13A plug pins on a humble washing machine where the incoming flex goes straight into an EMC filter and that had stored enough energy to make you jump. I wish people designing that stuff would incorporate a bleed reistor.

With regards to fixed wiring my motto is never touch anything my neon screwdriver has not touched first.
