Could you please tell me the best way of finding the eath leakage current using leakage meter would you put clamp around line and neutral together or just the earth on its own Thanks

Both will give an indication of leakage, however the Earth lead may not be carrying all the leakage current due to possible parrallel earth paths thru pipework etc.

There are options, however, for me and not posessing a leakage clamp, I would go for L&N any reading you then get would be the leakage.

The Delta of the phase & N currents.

Why?

I would do this because it is not necessary for leakage to "leave" the installation through the earth conductor, it could take parallel paths.

Water pipe, gas pipe, structural steel, oil etc.
