all,

Whats the preferred location - inside the property or outside (ignorng the issue of dpc/dpm)

Does the rod and connection need insulating from a person touching it? What reg is this?

outside preferable - gound is normally more damp, so Ze is lower. but you can still get acceptable readings from rods inside.

you dont need to protect it from being touched - if you did, might aswell go insulated all other metalwork, but if its outside it should be enclosed for protection

 
I tend to put them outside, I did post a picture of one I did about a month ago,,, look in my pictures in my signature..

Remember that the rod clamp needs to be accesible for inspection & testing, but also protected from the weather!!

 
Most are fitted outside, easy to retro fit. If you get a high reading from a typical 1.2m rod you can add to them and drive them deeper into the soil. Use a hammer drill on hamer only with a socket adapter to fit the end of the rod to drive the rod down.

NozSpark had a very good photo of a rod he installed as he said in the above post, this was drilled through the concrete then driven into the soil below to give a very neat earth rod installation.
