Economy 7 Boiler Switch

Hello!

I've got a question regarding an Economy 7 heater switch for my boiler that's not working... I'm hoping someone can help me!

So - I've moved into a new flat and the boiler has two switches next to it. Here's a photo:

Now as far as I understand it - the switch on the left is the "emergency" switch for the top of the boiler to provide instant hot water. It's connected directly to a Smiths timer which in turn connects to the top of the boiler. The switch on the right I believe is only active during Economy 7 hours and connects to the bottom of the boiler. The problem I have is that the "emergency" heater doesn't work. With the switch turned on and the timer pins set to the "on" position, it doesn't heat up. I've also noticed the timer wheel itself doesn't turn round by the look of it....

I'm not really familiar with this type of heating, any pointers on what I should check?

That's some old wiring (or at least some very old switches) The right hand one is not wired very well with exposed cores visible.

That asside, have a look at your consumer unit. You probably have two. The daytime one (usually the larger one) will have a dedicated circuit for the water heater. Check the mcb has not tripped (or likely if the wiring is as old as I think the fuse has not blown)
