Export rates and the complications

I'm new to solar/batteries and seen the complexity of having to work out the best operator to balance the best deal on import/export.
Octopus seems rather convoluted and you need to have a daily spreadsheet to work out if it is any good.
Surely a better and fairer system would be for operators to charge/pay based on net usage over a quarter. So if, after 3 months you export more than you import the operator should pay the difference at the standard tariff rate and visa versa.
But electricity charging has always been made overly confusing, designed to keep the upper hand with the operator.
