What do they do if the motorist uses the horn too much?

Or flashes a lot?

Or gets stuck in a back entry/tight spot

Not sure how much the actual flashing in the eyes is going to work, but I suppose that the humiliation of being sat down like a toddler on the side of the road would probably be enough to get most people to rethink why they are driving the way they are.
