Yeah you're right. Iron clad cut outs and fused neutrals have to be replaced free of charge. I work for Southern Electric and see things like that all the time. One phonecall to edf and they get changed..usually pretty quick!

That neutrals not necessarily fused, some I've seen have got a link bar in them rather than a fuse. Still needs replacing tho.

 
phone DNO on emergency number - its under ESQCR that they must change them

one way of doing this is to replace fuse with a solid link. so it may have already been done, but only they will be able to confirm, either on arrival, or it may be in notes for the property that it has been changed

For the benefit of the very slow [i.e. myself headbang ] - what's the problem with the earth apart from sloppy terminating?

ring through to control room and tell them suspect fused neutral should have someone to it in around an hour, then if it is the jointers will be called for, gonna require iso of supply so the gardens gonna have to be dug up.
