Government blackouts and Solar PV

If the government have intentional blackouts, will our solar pv work? Grid-tied solar is designed not to function during power cuts. Are 'planned' blackouts the same as power cuts?

Grid tied should not work during a power cut / blackout. Some inverters have and emergency or maintained output that will still provide power, many people have a 13A socket wired to this output, they can then power TV's / Kettle etc
