help please chaps

am trying to find out what peice of statutory regulation alows the metering operator/DNO to accsess a consumers proptery for inspection of equiptment and emergency works.

so far ive came up with

ESQCR 2002 part 1 section 5

but no mention of the accsess part, im thinking its part of the contract for obtaining a supply from the nominated suppler but is it enforceable under a statutory instrument?

They often use the Theft Act if they suspect Abstracting Electricity .. Various powers of entry associated with it either by way of obtaining a magistrates court warrant or getting local plod to use the big key if they can provide evidence that the offence is 'being' committed .. i found they were often a bit 'thin' on evidence but if the local beak gave them a ticket then the door went in anyway ...
