Ive looked again at the pic,

and from L1 L2 on the HED it is 480,

(nothing to do with L1 L2 as marked on the cables, doh!)

yep, deffo a male hen up by the meter monkey,

 
the problem I have now is,it just looks like 1 ph being used?

is the Neutral at a potential to earth??????
Does look like only 1 phase and a neutral coming in. Its definately got 2 phases and neutral.

I honestly cant remember how the cables are, one of them must be concentric cable or something.

Anyway spoke to the right DNO department today (and several others) who confirmed its a 2 phase 40kva supply. Next phone mission is trying to get someone out to look at it and sort it.

The main DB at this installation is a TP board, presumably only rated at 400v. putting it back onto split phase is gonna open a can of worms, need to find out of manufactuers if TP gear can take nearly 500v. Im sure it could but must get some confirmation. bigger switch gear will never fit onto that meter cupboard!

 
Are you planning to do anything about those tails run through the brickwork? There appears to be no mechanical protection for them, maybe SWA would be better?
