And he's back after sticking 500v through something and now wondering why it doesnt work any more...

It was faulty to start with, perhaps he was trying to kick start the heart of the central heating! :C
possibility... i would have gave it some percussive maintenance first through

i would have no problem Meggering it

You would have thought this sort of information would be taught to people before they go out into the big wide world ....
working alone on real installations where they could do damage if they didn't understand how,what,why of the testing they are doing...

Why am I thinking of those medical soaps where they shout "Stand clear "!! before meggering stopped hearts ??
Why am I reminded of the forman at a contractors I worked for ?
On attending a breakdown he would ignore the actual problem and engineer the control tranny into meltdown , bring it back for rewind or replacement then engineer that I would end up going out to refit it ....only to find there was a fault ( the original cause of breakdown) .
I adapted to this wheeze by, when he tried to wheedle from me what was the problem , I'd just say , " Yep you were right , it was the faulty control tranny"

Benny used to keep a pub on the edge of the city centre , think it was called Benny's Bar for a time . Not many people know that .
AND MR SPECS there WAS an electrician character in Crossroads ....with a cantilever toolbox that was obviously empty when he lifted it .

All i am saying is on the hortsman switches you know twice off etc with the switch to the off position you can mega it without taking the. Hortsman cover off that was the only thing i wanted to know to be il just take the cover off from now on then
Not sure I follow? Your "meggering" a heating control for what reason and what voltage?
