Incomplete EICR

A friend of mine has bought a house in Manchester and is planning to rent it out. We both live in Swindon. I advised him to get a EICR done. Not knowing any sparks up there he went with the estate agents sparky. He is NICEIC approved.

My friend showed me the report today to see what I thought, as it is unsatisfactory and requires remedials.

Firstly it was on the old documents - PIR.

Secondly the inspector has listed limitations. No R1+R2 and no Insulation Resistance tests.

I asked my friend if he had agreed to this, which he hadn't.

I looked at the test results. There are 6 circuits. The inspector has only tested Zs on 3 circuits and done the RCD tests! The other 3 Zs results he has printed UTT (Unable to test?)

Everything else is limitation.

On the Schedule of Inspections he has ticked the box for presence of cpc??

The list of remedials looks reasonable except one item which is code 2.

This is listed as:- Circuits 1 and 6 polarity problem unable to test??

If my friend was to go ahead with the remedials then he would end up with a satisfactory report (on the wrong paperwork therefore not complying with BS7671:2008) and with incomplete test results.

I'm not confident for him to continue with this bloke.

Seems to me that he's wasted good money paying an Niceic approved contractor who he should be able to trust.

Well, in the last sentence you answered my first question. Namely that he has already paid for the report.

So, who engaged the electrician? Your friend directly, or the agency?

Seems to me a complaint is in order. Either ask for the report to be completed properly or for money back.

You should help your friend write a detailed complaint.

Just one other thing: how come you didn't come here asking for recommendations for someone to do the report? I dare say our esteemed membershp could have found you someone competent.

Totally out of order if you ask me.

If he's not done R1+R2 or Insulation, then what HAS he tested? Sounds like a visual inspection disguised as a PIR.

And how can he have a "polarity problem unable to test"

Either he can test it and there is or isn't a polarity problem, or he can't test if for some unknown reason so in that case what makes him think there is a polarity problem?

What are circuits 1 and 6?

where abouts is the house,? I do quite a lot of PIRs for private landlords,

depending on the property, tenanted or not, and how in depth you want the report to be they are normally around

My friend contacted the sparky direct, and yes I should have asked on here for recommendations.

I wouldn`t trust the guy to wire a plug, from what you`ve described.

I`d be putting in a complaint about the competency of the "competent person" named on the cert.

And, as for a recommendation of someone in the area - I`d recommend Our Albert Steptoe. The man knows his onions (and that isn`t from just talking on the forum - I`ve had the pleasure of his company. I`d trust him in my house.

 
Apparently my above comment was deemed "unfair" by one of our members. I do apologise if you think this is so, but unfortunately it is what I have found on numerous occasions. I give all and any domestic work to a friend of mine who IS a DI and a good one at that, the reason why I personally do not get involved in domestics is because the market has been flooded by those who have very little regard for the regulations and will take short cuts in getting work. Also remember that those comments are based on experiences and are the views expressed by myself and not those of the forum.

Again I do apologise if my view causes anyone any upset.
