As far as I am aware under the 16th edition sockets on the first floor of a buildiong didnt necessarily have to be covered by an rcd,However under the 17th edition I am inspecting and testing some first floor aprtments.None of these are covered with rcd protection on the sockets.What grade would you categorise this please guys if you can help?

 
Under the 16th edition the only sockets that needed RCDing were ones that were reasonably expected to supply portable equipment that was to be used outdoors.

Under the 17th edition just about everything needs an RCD, some would argue that as they didn;t neccesarily need them under the 16th then it's just non-compliant, others would say the lack of an RCD, for any reason, is a serious issue. Make of that what you will. I'd put it down as a code 4.
