As a contractor to the local council we would be invited to quote , usually against about  six others . After a short period all contractors at the top of the list would be rotated to the bottom  to give all a chance ...which was fair enough . 

However ,the drawings would be accompanied  by a specification with the general city requirements and then the particular Spec for that job.

At the back you were informed that one third of your workforce must come from the inner city areas and a map was included with the relevant areas shaded in .    What this REALLY meant was , a third of your workforce would need to be of Asian or West Indian ethnecticity  .  We managed a couple of jobs by only having two sparks on the job at any one time  ( Can't divide 2 men by 3 )  

In the end , after complaints by the big building contractors doing the new IEC  etc  , council was told in no uncertain terms by The Iron Lady to drop the ruling . 

 
A while back I applied for a job with a firm doing a load of PV on council building's and part of the contract was that 1/3 of the labour force would have to come from the borough being worked in.

I didn't get the job, they offered me a better one, but then my son was born early, Chris hune came along and the ambitious plans were binned and the job was gone. :(

Most of the other applicants were west Indian or eastern European

We are slowly descending into madness .......... wonder if I could travel back in time and tell all those allied troops waiting to hit the Normandy beaches not to bother because you wouldn't believe whats been allowed to happen in Britain 70 yrs down the line .

Best not ...I'd be ashamed.
