So borrowing the chippy's wooden (with LOTS of saw marks) trestle to hop up on, 'cause I can't be bothered to go out and get my own steps is not allowed any more?

Banned - not allowed to stand on home made stuff, such as saw horses. Only allowed for sawing.

The whole point of the top shelf is that only skilled persons can reach it. If you cant work out how to get to the top shelf your not adult enough to see whats on it.

Easy.

you put one foot on the second shelf, hold on tight to the uprights and pull yourself up.

I understand a 7 ft 3 inch tall man walked into that library with a pair of scissors, cut off the bottom two inches from one leg of his jeans, reached up and left the piece of denim on top of the highest shelf. The librarian was heard exclaiming "well that was a turn up for the books !".
