well its deffo wilful damage,

and Im sure there are numerous other more powerful laws it breaks as well, as well as a complete and utter breach of H&S , (isnt that a statue law as well?)

Serious breach of H&S I'd 've thought.

Years back , a multi-lock system was used at the Round Oak Steel Works and the consequences were dire if the procedure wasn't followed .

It started with the overhead cranes , of which there were many, and a caliper with numorous holes was fitted to the isolator if you were working on or above the crane rails. 

Each trade/ contractor would fit their own lock to the caliper .

 
I'd disconnect the entire supply to the premises and forget to warn them in advance next time I worked on something. Also next time you lock something out just leave it as a short circuit at the far end.

I'd be seriously pissed off.
