Is it possible to certify minor works without being a member of a competent persond scheme?

to date I have Eal level 2 domestic installer certificate and working towards 17th edition and 2382 next .

yes. but you cant do anything that needs notified unless you notify LABC

You don't need to be a member of a scheme to issue any certificates or reports, EIC, MW or PIR. But as Andy says you need to be a scheme member to self certify any works for compliance with Part P building regulation.
