My Ls Gmc-22 Contactor Is Stuck - Can This Happen?

I have a GMC-22 contactor that when powered doesn't close (i.e power isn't transfered and the button in the middle doesn't press in)

I can't manually press in the button either - does this mean it is broken?  Is there a reset?

Tricky one - hope somebody can help

There is 2 (a GMC-9) as well...  What is the best way to release the interlock ?
There will be a reason the interlock is there, usually a point of safety. If you have to ask then you shouldn't be prodding about in whatever panel this is fitted to.

What are you trying to do (or what do you think you are trying to do)?

 
We had a powercut (actually low voltage for about 1 hr) and after this then this happened.  It is in a unit that powers a pump and dehumidifier.  The pump on the other contactor works but the dehumidifier doesn't work now as not powered due to the contactor being open.  I will leave it and get in a professional.
