Ok I will try to answer application for distributed power?

230v looks like the distributed single phase supplies to all normal households.

11kv looks like the supply given to large industrial units that require more power than a standard 3 phase in road supply.

400/230v looks like a standard 3 phase supply and the split into providing single phase power.
