Any appliance that is connected directly to a metallic water supply, ...ie, drinking fountain, kitchen sink water heater, will never pass a PAT test!! Not unless you disconnect the metallic pipe connection first....
Why?

What if you took your van in for an MOT and he said your brake pads were changed because in the future you will need to ?????testing is a spot check

advise yes but no need to do it

also length of flex has a bearing on readings

as a rule i dont fully test storage heaters in a rented property,,just earth continuity from screw to unit
you cannot compare this to brake pads. yes, they do wear and will need replaced, but in the case of this kettle, you know there is a high resistance connection. its exactly the same as testing a ring.radial, finding a loose / higher resistance than normal connection and leaving it 'because the reading is OK'

i was thinking the same myself...

you would have appliance disconnected so when you do earth continuity, there is no parallel path

A better comparison would be exhaust emissions test at an MOT.

If your car was a bit marginal, it might fail one day, but if re tested the next day and it passed, then it would be a pass with no further questions. No concern about "it might fail tomorrow"
