PIR - Type of installation?

I have undertaken a PIR on a Scout Association property. The building is called a watersports centre and consists of store, changing room and general room. It's not a marina and isn't near (40 metres away) any water. I'm struggling to decide what the type of installtion is, anybody had this before or know what scout halls etc ar classed as?

Having searched through GN3, it's not a building open to the public nor is it a special installation.

Under general installation it's not domestic, labs, shops, offices, residential (nobody stays there for camping), hospital, industrial, commercial or hospital.

That leaves educational establishment, but I wouldn't say that fits either.

Would anyone else just tick the box marked other and write "Scout HQ"?

Ok thanks for your help.

I'll stick it down as commercial. I had a thought it might be that but just wanted to see what others think.

 
Personally I would class it the same as village hall / community centres....

Hardly commercial IMHO? what sort of business transactions are the scouts up to nowadays?

Many other scout activities do occur in churches/church hall/community centers/village halls etc...

for the very reason that they don't make much money to pay exorbitant commercial rents.

Open to the public does NOT mean open 24/7...

But that when it is open members of the public may be using it.

And technically when the scouts are there..

they are members of the public using it..

i.e. They are NOT employees going to a workplace..

or customers walking into a place of commerce...

They are just voluntary members of the public using a building providing some community function.

well.. thats my understanding anyway.

The building used by a group of instructors and a warden who undertake repairs to canoes, dinghys etc

The centre is attended by scouts/guides etc when water activities are being undertaken on nearby river by same instructors, ( I have helped as instructor in the past).

A fee is paid by people using the services of the centre, which is what made me think of the commercial side, though thinking about specs point about the public I'm not sure (still).

 
AFAIK Scouts Guides Brownies Beavers Rainbows etc..

are ALL non-profit making instututions...

Any fees or monies transfered are just to cover some basic operations costs..

and many staff are VOLUNTEERS!!

they don't get paid..

Its NOT a commercial enterprise.

UNLESS there has been a massive change in the structure during recent years...

Go have a re-cap on the definition of "COMMERCE" as used in the word

COMMERCIAL

"Commercial" : Concerned with or engaged in commerce; Making or intending to make a profit.

The Scouts are NOT a commercial organisation...

Though some costs will be incurred to pay for the use of heating, lighting, transport fees, hire of facilities, insurances..

which have to be covered by those using the facilities!

Concur - I`d class it as "open to the public"

They used to have quite a few barbies for parents & so on, award ceremonies & that sort of thing.

As specloc says - kids, volunteers.

"educational"? I`d say so - it teaches the kids stuff; so they are being educated.

But maybe not commercial~per se

Somewhere I`ve got a report on a scouts hall - I`ll dig it up & see what I put :)

Thanks for the help, I can see where I was barking up the wrong tree. I've re-classed the building as open to the public along the lines of village hall/community centre, this makes more sense i was thinking originally that the building was locked for scout use only and not like a public toilet, library etc.
