I find this is a regular error with students including the ' x 10 ' rather than pressing the EXP or 10 to the power button (at the bottom next to the . button on casios).

 
10-3 is 0.01, but you would usually say 1 X 10-2 when I studied maths......
You can use either but we work in engineering form (multiples of 3, Giga, Mega Kilo, milli, micro, nano etc) rather than standard for which uses other multiples.

That said, you will be familiar with deci and centi but we don't tend to refer to them other than small distance measures. Even then we convert them to whole SI units for calculations
