I went to a property last week where the guy wanted a price for a property re-wire. It's vacant at the moment and he wanted to have the property laid out as one house over 3 floors, with a basement in addition. I put the quote in at the end of last week but he's come back to me this week saying that there's been a change of plan - He now wants to change the property into 4 separate flats, one on each floor, with each flat being run off it's own meter.

What's the procedure with regards installing 4 separate meters?

Whatever procedure you want. Pretty much the same as the procedure for installing a socket or fuse. Far too vague for an answer to be of any use TBH.

I think you would be best advised to calculate the expected load on the installation then contact the Supplier for guidance,
