Question about earthing on TT system

In France, for swimming pools with fibreglass shell, there is an earthing requirement which necessitates an earth point on one of the water pipes to the pool pump. As the systems are TT, this means an earth spike near the pump. However, the supply for the pump also requires an earth and they cannot use a common earth. They cannot be on the same earth spike and the spike for the pump must be a minimum of 6 meters from the pool spike. The pump can use the main earthing point from the CU providing it is more than 6 meters away from the pool earth.

I wonder if anyone can give me an explanation of the need for separation?
 
I would have thought for isolation, if they used a common spike or a spike close together one spike / earth fault could introduce voltage to the other.
