A new CU is not like-for-like, your changing fuses for MCB's or RCBO's in most scenarios. Therefore, the circuit protective devices have different characteristics so there is a fundamental change to the operating conditions.

Did you mean certifiable as in 'electrically certifiable' or 'fruitcake certifiable'?

Your five-arm chandelier in a kitchen might qualify for the latter! :D
