The waste carrier's licence is a different thing that is issued by the Environment Agency and costs £160, whereas the council's scrap licence costs £520.

I'm not 100% sure but I think you don't need one unless you're being paid to remove someone else's waste.

 
I dont really bother with weighing in excess copper anyway,

I dont see the point in it,

the wife, on the other hand, seems almost obsessed with stripping all my excess cable and taking it to a local dealer.  ;)

getting back to subject in hand, it sounds clear that law has been written as the usual catch-all scenario to try and stop the targetted section of the community slipping past the law.

FRom what'sbeen said here you could argue anyone going to scrappy is 'trading', still think they will have trouble enforcing law, as the targetted section of cummunity don't 'trade' they wander around ad-hoc pinching stuff
