The presentation to the installation has to be TN-C-S it can't be anything else as there is no earth connection prior to the cut out.Regardless of test results, thus by law it must be PME, thus the DNO has broken ESQCR by not fitting PME label.

Almost all of the TN-S installations I see are splitcon and terminated like this. Even the three phase heads have similar arrangements.

Also on a replacement head from cast iron last year, the PILC was terminated inside the service head (including the sweated earth to the PILC), the earth was then taken to a separate earth terminal within the service head as with the above picture, maintaining the supply as TN-S. PME was not supported in this area.
