I don't think you will actually find a reg that states its ok to fit a socket above a worktop!
Other than the 3m from bath/shower..
or building regs 450mm from floor...
There aren't actually that many regs relating to specific installation of standard sockets in domestic installations..

That's why sockets in bathrooms on my work part are never fitted because it makes a mockery of the regsover the bath and the other side. unless you have a bath thats larger than 2mtr. now if the socket was 4m away and using a 5m lead than that may lead you to death

absolutley no reason why you can't put a socket in a cupboard under a sink. Helps to try and avoid positions where water might drip at some point, but if the plumber has failed it's still not our issue.Can anyone let me know if this ok.
