Its very basic but very effective, used to advise customers of this procedure to identify their meter. Example various meters in meter room/ cupboard. Take a look at all the meters pulsing or spinning if old dial meter get customer to switch big heavy loads on cooker / shower/ kettle. Look at all the meters spots the one thats going like clappers,get them to turn everything off if it slows down. 99.9 thats they're meter. Known in the metering world as burns test. Switching other people off is not an option. As a professional I use a fuse finder 100% effective.

Try turning everything off and seeing if the meter is still running.
