I was sent to do a periodic on a property this week but when i got there, i realised that the property had just been rewired.  I found out that the company that did the rewire had only done a dead test but was unable to do a live test due to the prepay meter being in debt.  This apparantly had been left like this for months with nobody organising the debt to be cleared.

After i realised it had been rewired, i phoned my QS to say i really should not be doing the PIR.  He said that is correct you shouldn't,  il just ring round and find out more about what has happened.  After a few minutes i was contacted by another member of staff to say my QS and His manager were both happy for me to proceed with the PIR inorder to clear the job up.

so much for being NICIEC registered,  its all one big farce!

Why shouldn't you be doing a PIR?

There  is nothing wrong you carrying out a PIR or a EICR on  a newly rewired property. As your company did not rewire it that's all you can do & i dont understand your comments .

They are not interested in getting the EIC.  The PIR will suffice.    Does anybody need to be registered or qualified these days,  just get another company to PIR your install after.  Thats what my comments are about.

There's nothing wrong with doing a PIR/EICR on a rewire so long as you don't claim that you installed it or notify it,,, if you do then that becomes fraud

What im saying is the EIC will NEVER be completed by said other company. And surely a completed EIC which my company has not received yet,  should come 1st before the PIR.

For a start i had to fit bonding clamps for the unconnected water bond.  Who knows what else could have been left unfinished.

The PIR was replaced by the EICR on 1 Jan 2012.

Now i understand where your coming from. Look at it from both sides though, its not the original sparkys fault & they quite rightly may want to charge to come back now. I have been in that situation, i would have put money on the key if there was one & the suppliers wont issue you with a new one as your not the registered person, the owners never come back in time .

We refurbished a house in a cold winter  about 4 years ago. I applied for a replacement prepayment gas card to get the heating on. I still get phone calls from British Gas about it as my  details are still the registered ones. Luckily i used the house address and my debit card has changed so its only my name. BG wont remove it as i can not prove i have no interest in the property.

We have over the last few years had many calls where builder has either done work himself or got a non scheme Electrician cheap, then call and aske for EICR on what is new work.

They say they are happy with the EICR but this work will never get notified.

If its obvious its new then an EICR should not be undertaken without a EIC as far as the NIC are concerned.

Its another loophole builders and non registered electricians are using to get their work certified.

sometimes the meter can be in debt by hundreds of pounds if the property has been empty long enough

If a contractor rewired the property, and the EIC was not issued due to payment issues or the installer going AWOL.

Then what?

I think an EICR is all that can be done.

I don't think the installation should be ripped out and rewired for that reason alone.

Change a mains board.....you are meant to issue an EIC.......fairy nufff. BUT. You cannot issue an EIC for work you have not done. All you have done is change the board NOT the installation.....so in theory you cannot issue an EIC.

On the rare occasion that I change a board my EIC has so many caveats it goes into another two pages!

Not quite Kerch, but yes!

You MUST issue an EIC, for the work you have done, your EIC does NOT cover the rest of the install, just the board change.

As you say, get verbose with the description of works!

EIC only covers what you do / note on EIC.... so nothing to say you cant issue EIC for board change, and nothing to say that it must cover the entire installation either
