should do steps. unless your also touching something metallic thats also 'live'. in which case it may be a little dim, or not even lit

IF the testers are hand held and they indicate a voltage with a single probe then the laws of physics dictate that they MUST have a second path, this WILL be you.
The possible current may be well reduced from a neon, but still you.
Can't happen any other way mate!

in fact, i have even left it lying with the probe touching something live whilst i go turn the power off. i can guarantee it is not using me as an earth path if im not even near the tester whilst its buzzing away to warn me something is live
no idea how the electronics of it work though. maybe megger mark has some idea?

You forget the parallel paths to true earth provided by other local rods which are linked to the local earth "path", any PME supplies connected to the Tx and any TN-C-S supplies on the TX too.
