The Oxford dictionary describes an Engineer as "a person who designs, builds and maintains structures".
Designing and building implies verification that the design, when built, actually performs the way it should do.
An electrician could be described as "a person who Designs, Constructs (builds) and Verifies the installation (structure), by Inspecting and Testing it and thereafter maintains the installation, via scheduled maintenance and reporting on its condition".
That's what, by definition, an Engineer does, so Electricians can at least claim to be Technicians.
There is infinitely more to being an Electrician, than just "house-bashing".
