We made this up years ago after seeing s Sparky with a similar thing , mostly wood.    Really good when working alone .   Just 20mm conduit and a bit of welding . 

Noticed at the wholesalers they have a frame on the floor with two rollers , just wheel a drum of SWA onto it and wind cable off it onto a spool .  Drum revolves a treat .

 
I am always making stuff similar to this

i posted some pics of my cable rollers a while ago....imwill see if i can refind them!

on site, in an emergency( someone forgot the cable roller)

 take 2 right angle or T or 4 way galv or BE boxes

4 bits of conduit threaded at one end

screw conduit into  2 boxes at 90 degrees to each other

drill hole in back of boxes slightly bigger than conduit diameter

use the box/ tube concoction previously made as the legs and ends

thread  bar through cable drums and then through the leg ends

Using oversized hole allows the legs to splay out and thus not tip over

made from a few bits of wood and 2 rollers. there is another slot to move rollers for different size reels

and my cable stand. made form an old road sign
