It could be done with a DVM with peak hold function, it will record +/- values.
To be honest when on site it’s been a case of swap windings and try the motor, if it still sounds dog rough return the first winding and swap another pair.
In 40+ years I’ve only had this problem a handful of times, always with rewound motors.
