    If it's a small job, such as a display cabinet and you want a fixed level just put a resistor in series. Just done that for one of my display cabinets. The power waste is minimal.

    I would guess that someone damaged the cable and didn't want to admit to it. So, bodge it, bury it and leave pronto. A paving contractor I employed did exactly that to my telephone cable!

    As it was once explained to me, "fuses are for short circuit protection, circuit breakers give overload protection". An over simplification, I know, but true.

    If three lamps are working and one not surely the fault has to be on the feed to the duff one? Probably a broken connection where-ever that one connects to the rest. It can't really be the dimmer.

    They may be willing to fit an 80amp fuse. Should be adequate and save you a lot of money if the 100amp demands a cable change. The DNOs have their own rules for cable sizing too.

    Whoever made the installation needs a good talking to ! At least! Even the most basic dead or live testing would have shown up the mistake. In the event the installer and any supervision are fortunate not to be making court appearances with potential manslaughter or negligence charges.
