Think we discussed this in length a while back. If you put them on the lighting circuit, they must have a seperate means of isolation. Will try and dig up the thread unless Patch beats me to it.

I would say yes, any wiring alterations involving the kitchen are notifiable. Especially if you make two radials involving the addition of another breaker/fuse. You have effectively put a new circuit in, so notifiable whether it's in the kitchen or not.
