    I think you're spot on Steps, Building Regulations are a Statutory document. It just so happens that one of the requirements of the Building Regs is to comply with 7671, but if they say not, do it their way, note it, and get them to sign for the deviation.

    Correct me if i'm wrong, but the readings you are getting would suggest that the phase conductor is at zero potential, given that the L-N potential differance is 240v this would seem unlikely. Unless of course you have reverse polarity on the DNO side, which would account for zero potential...
