I think you missed my point. Method 100 is above ceilings with less than 100mm of insulation. No insulation is less than 100mm so isn't 100 the correct method not C?

 
I think just considering max current capacity of cable should be avoided and the whole circuit needs to be taken into account.

1.5 mm cable may well have a max capacity of 20 amps but if it is protected by a B16 it would be able to draw 22-24 without tripping causing the possibility of along term overload.
