I am only assuming so don’t shoot me down, but isn’t it the responsibility of the designer to ensure that the cable is sufficient for the load, and 1.0mm can be used to supply an extractor fan in the kitchen for example so technically it now relies on the definition of ‘power’, so given that those that use the regs are supposed to be competent then we should hope that applied knowledge is used?

The previous Table 52.3 had a note to the lighting section regarding fans and the like but the new Table now incorporates power and lighting in the same part with 1.0 as the minimum copper size so no note required.. So connect whatever you will to a 1.0 circuit.

Yes providing it is designed accordingly?
 
basically, we have gone back to 17th, which was 1mm for lighting & power. not sure when it changed (dont have 17th amd 1 or 2 here to check) but it was 1.5 for power in 17th amd3 & 18th

The original 17th Ed had power and lighting together with a minimum size of 1.0 copper. The first amendment split them taking power up to 1.5.
 
There is no specific answer as it depends on who made the item in question.

Yes you can take the plug off without invalidating the warranty, as long as it is connected by a qualified electrician.
