IMO, 537.2.1.3 has no relevance to this. As a few of my colleagues have said, it has been done like this for years, and will continue to be.........
I always install my 2 way like that; and if your "old-timer" wants to try and code it on a PIR, he`d better be able to specify what reg. he thinks it contravenes.
As has been said, as long as there are not multiple phases within the enclosure, no warning label is necessary. If a light switch services two floors of light, and the CU contains seperate circuits for those two floors, I will EXPECT to find both circuits within that switch.
