If all neutrals are burnt out (you have not said how many) then its more than likely the main neutral is missing (possibly burnt out ) and the current is 'backfeeding' down other circuits.

Also, a failure of the supply N could be serious trouble.

If there's no neutral, where would the current "backfeed" to?
