Bonding or NO bonding

On a similar subject and hopefully not more "cannon fodder" Slightly knowledgeable builder asked me today, why do you need to bond a copper oil pipe that is plastic sheathed. I promptly blubbered an answer along these lines " if the plastic got damaged under ground then the pipe would/could be extraneous" He gave me a familiar hand gesture in front of the customer.Any advice??

Also; We have many bottle gas supplies over here. Do we need to bond the pipe coming from 1 or 2 gas bottles standing outside of a building with the pipe at approx 1m high or higher, passing straight through the wall adjacent to the bottles ?? once again, usually plastic coated (not always)
I phoned the NICEIC tech help line regarding this a year or so ago

My scenario was gas bottles standing on concrete pad outside house connected to valve/regulator via rubber hose and then into house with copper pipe.

I was told it was not extraneous and therefore didn't require bonding.

On your first point I'd say your bang on, who can say for certain the sheath is infact complete & not missing in sections or damaged underground (and I was asked the self same question by my assessor last time out & gave exactly the same answer)

Second point again I'd say yes to the bonding, the bottles are external & sat on the earth with pipework entering the property, no different to any other service pipework entering a property.

i had one were the metal oil tank was sat on a stone wall inside the house, nic tech said no need to bond as not extrenuous

Why not just test to the MET and see what reading you get.....the NICEIC or the Milkman or whoever ! cant tell for certain, it has too be tested to positively confirm whether it is extraneous or not .
