If it will fit over a commando one then it should just as well over a domestic plug top the incoming cables are similar diameters etc. TBH nothing special, a hinged cylinder with padlock tabs. I use this lot for general safety kit and see they do some. Different sizes too. Reckon the "large" would do all?

I was after a specific 1363 type but the smaller one from your second link will do just fine. I was trying to avoid a big ugly piece of kit as it will be in a public place some of the time.

How about one of these? Stick a single socket front in it with the gubbins ripped off the back just to retain the plug and Robert's your Mum's brother! A nice DO NOT USE STICKER on, padlock from Poundstretcher and job done:

Oh, and don't forget the all important photograph on the phone just to prove you DID lock it off! We used to remove the old Martin & Lunel screw lid plugs off of machines then get called to a breakdown on them. We'd go back and find the users had got them going by wedging the wires in the socket holes using Swan Vestas!
