Buzzy Living Room Electrics From Socket

Hi, I was hoping someone could provide some information about a flat I bought 3 years ago.  It is a new flat in an old building (basement completely redone).

Since moving in on and off I have had the issue of laptops and electrics feeling slightly buzzy.  Sometimes it is quite bad.

To experiment, I have walked around my flat and plugged the laptop into various sockets in different rooms, the Living Room is the only room where it occurs.  All other rooms do not make the laptop feel 'static' like.  This happens on 3 different laptops, one of which is very new.

I checked the usual socket and there IS earthing connections against the socket, but not being an electrician I didnt dig any deeper.

1. Is there anything I can do to confirm there is an earthing issue, or is this not the issue?

2. Any ideas what IS the issue!

I think Murdock is right Doogy .

Not sure what you mean by "Buzzy"        Are you getting electric shocks from the laptop ?    Laptops are usually Class 2  & work through a transformer .

Is there a nylon carpet in that room ?
