Can I Issue Certs If Im Not A Competent Persons Scheme?

You should be issuing Certs for any work carried out which needs certification. If your asking can you not be a member of a scheme then yes but you won't be able to notify jobs. If I've got wrong end of stick then apologies :)

 
As with many other trades, the membership of various trade bodies is a voluntary choice. Electrical trade associations are no different, no one has to be a member of anything. But all work undertaken to BS7671 should follow the guidance and include an appropriate certificate as defined by reg 134.2.1, Part 6 and the model forms in Appendix 6. Providing the essential details are included a certificate can be written in any convenient form. It does not have to be a formal design by any trade association or body. The requirement of which certificates to issue and how to fill them in should have been covered in the C&G courses.?

Why do electricians need to get a tester come out and test their work doc?
One can only assume that they are either; not competent electricians, or they don't have any correct test equipment, or they work for a larger firm where they have teams of cable bashers and teams of testers, or they are doing back-door Part P work and getting their mate to sign off and notify their CU change or bathroom refurb? Probably best to ask these "electricians" you refer to yourself otherwise we are just guessing.

Is carrying out a inspect and test notifiable? Do you need to be nic etc to do this is what im asking really here

 
No and No. Notifiable works can be found in Approve Document P. Requirements for Inspection and testing can be found in Guidance Note 3. But some customers (especially commercial and council landlords) may specifically ask for an NICEIC or ELECSA or NAPIT contractor for an inspection.

Just to clarify period inspection and testing of existing installations (and issuing an EICR) is not notifiable work. Doing additions & alterations such as new CU or new circuit the work must be inspected and tested and an EIC issued and notified as well.
