It's a long time since i've seen a dual element immersion heater.

They are intended to use ONE thermostat (that at least is how mine was supplied) which was connected in the common neutral. It was a perfectly standard short thermostat (a long one would be no use as it would never switch off when using the short heater)

you are supposed to then switch the live to EITHER the full length or half length heating element.

I suspect from your question that you want to connect it to economy 7 for the full length heater, with a daytime boost on the short heater. You can't do that, or at least you can't do that without a borrowed neutral somewhere, so I don't recommend you trying it.

 
Just ripped out one of those today, with the added benefit of asbestos cables
