Earth rods

When you checked the Ze did you isolate the supposedly incoming earth from the rod before checking, and are you sure it is the earth from the rod and not a water or gas bond cable?

As Marvo said sink in a new rod and be done with it, hopefully you have an SDS.

hopefully you've got a risk assessment for that SDS, and the ground has been checked with CAT/genny for anything that may be there

The SDS does not need a risk assessment its inert until in use, a Hazard analysis will show that there is a possible risk from in ground services and that a CAT scan would be needed, then a risk assessment prepared, once the level of risk is determined a the Method Statement will show the way forward.
