Not much experience with Economy 7 at all! Does this look like a typical setup....

Looks pretty daunting when you first see one with all them tails don't it mate trace what they all do and it becomes clearer

Yes that's a "normal" economy 7 installation, but an old one. These days it's often done with a digital dual rate meter with the timeswitch built in. You have an old clockwork meter, and an old clockwork timer. But both still perfectly servicable until the DNO decides it's time to upgrade them.
