EICR with no main fuse

Doing an EICR but incoming cable is pyro
With no main fuse. All fuses are in entrance close.
Suppliers job but should I just note it down or C3

Did you agree any limitations with the owner of the property?

I normally inspect from the fuseboard within flats onwards - this avoids this type of situation and many rentals don’t seem to have access to the incoming supply cupboards either
