has anyone come across one of these?

manufactured by, Parmley Graham

a, BS 4293 Earth Leakaage Circuit Breaker

it fits in the CU like an RCD, It has a test button and the trip switch

is a knob which turns anti-clockwise when tripped

It says ELCB on the label,,,,, is it in fact an RCD?

Basically yes, they are the same thing as when ELCBs first came out they where either voltage or current operated. The voltage type has been dropped but the current type was kept and is now called a RCD.
